Amenities
- Periodic check (once every two months) of the condition of all Parish Council property – excluding that on The Rec or at the Cemetery – but including the Bus Shelters, seats, jitty gates, waste bins, dog wastes, heritage assets, signs looking for damage and/or signs of wear and tear
- Suggest priorities of works required to the Clerk and Finance, Governance and Policy Committee
- Ensure that any information displayed in the bus shelters relating to the Ability service is up to date.
- Report any issues with waste/dog waste collection to the Clerk, to include suggesting new sites for bins.
- Liaise with the King’s Sutton Garden Club to deliver King’s Sutton in Bloom in accordance with the Council’s Approved Operating Plan.
- Suggest annual expenditure Budget to cover the above issues and submit to the FG&P Committee.
Cemetery
- Ensure that the Cemetery is maintained in tidy and organised fashion.
- Arrange periodic clearing of fallen branches and debris. (This may involve appointment of an ‘odd-jobber’ and should be within budget.)
- Ensure that grass-cutting and hedge cutting are completed (by the appointed contractor) according to the Contract held by the Clerk in the Parish Office.
- Ensure that the big green bins are placed outside the Cemetery grounds for collection day.
- Make sure that the Jubilee Rose Garden is kept tidy and weeded as necessary, that roses are dead-headed or replaced as required, and that plaques are installed in accordance with the ERPP.
- Acting on behalf of the Clerk when on leave to receive telephone calls and arrange burials with Funeral Directors.
- Consider improvements, such as supporting rails on the steps at the lower gate level.
- Check that the Lych-gate and its rainwater pipes are maintained in good order.
- Contribute to the project to extend the Cemetery to include extra burial ground.
- Revise the Cemetery charges on an annual basis for implementation on 1st April and prepare Receipts and Payments Budget for recommendation to the Finance Governance & Policy Committee
- Ensure that a sufficient and suitable Risk Assessment is regularly undertaken as recommended in accordance with current guidance issued by the H&SE, and that records are held by the Clerk
Lighting (under review June 2023)
On behalf of the Parish Council (acting as local Lighting Authority), the Councillor for Lighting will seek to ensure that all reasonably practicable steps are taken to minimise risks to persons arising from the provision of footway lighting in King’s Sutton.
To this end the Councillor for Lighting will:
- Ensure all footway lighting is maintained by a competent lighting contractor who will be a member of a recognised professional body such as the Institute of Lighting Professionals (ILP). In particular this will include the electrical testing of all footway lighting every 6 years. The Councillor for Lighting will liaise with the Clerk to ensure records are maintained.
- Ensure that any reported fault or incidental damage to any footway lighting equipment (eg. caused by vehicle collision, severe weather or vandalism) is inspected as soon as possible and any necessary repairs/replacements implemented as appropriate. The latter will normally be carried out by the Council’s Lighting Contractor within 4 working days or, if assessed as an emergency, within 24 hours.
- Maintain via the Clerk an up-to-date record of the significant findings of a Risk Assessment of the footway lighting in the village. The Councillor for Lighting will seek assistance in this process from other Parish Councillors, who will be asked to carry out an annual visual examination of the footway lighting in their allocated street areas.
The Rec
- Receive comments, recommendations and requests related to the recreation ground site and make sure that the grass-cutting contract (held by the Clerk in the Parish Office) is correctly undertaken by the appointed Contractor.
- Receive the annual visit from the Fair Ground Contractors and agree pricing for budget purposes.
- Undertake weekly check of all Parish Council owned play equipment and seats sited on The Rec to ensure their safety and keep a record of this inspection.
- Receive and act upon the quarterly maintenance and inspection reports provided by our Contractor in respect of the play equipment.
- Receive and act upon the annual RoSPA inspection report on play equipment.
- Consider positioning and message of appropriate signage on The Rec.
- Control access and prevent unwanted vehicle access by ensuring posts are maintained.
- Check on the Trees and co-ordinating with the Tree Warden for work involving pruning, crowning and removal of branches etc.
- Periodically explore the need for replacement and new play equipment in consultation with others and forming a Project Working Group specifically set up for the task in hand.
- Prepare annual Budget for recommendation to the Finance Governance & Policy Committee.
Traffic Calming & Highways
- Act as Speed Watch Co-ordinator recruiting required number of trained volunteers and assessing cost benefits of the scheme.
- Negotiate with the Police on traffic speeding and other traffic issues.
- Continuously review the provision of the portable VAS and ensure it is moved regularly with regarding to the risk assessment
- Review the operation of the fixed VAS.
- Make the best use of the data collected from the VAS.
- Give consideration to the construction of chicanes as traffic calming in conjunction with WNC. Assess feasibility in terms of costs, practicalities and benefits.
- Monitor issues of inconsiderate parking and recommend ways to reduce the prevalence.
- Recommend ways to deal with issues of overhanging hedges and other vegetation.
- Be active with on line “Fix my Street” reporting and follow up.
- Having assessed proposals, prepare expenditure budget for presentation and agreement by the FG&P Committee.
